Three months ago, El-Batal Da requested a birth certificate for her son, who wishes to register college. The Quebec Vital sent him one, but in English.
Mr. El-Batal contacted Vital to signify his displeasure. He was told it was not possible to send the document in French, as stated in their records that he was speaking.
